The Bishop’s 12-year property strengthening & development programme (12YPP) for the period from 1 July 2015 to 30 June 2026 was formally approved and adopted on 5 May 2016.

Please Note:

The total dollar amounts in the 12YPP (see Appendix C) are based upon the 1st March 2015 roll numbers. This is the minimum amount the Bishop will allocate and expend at a particular school.

With the exception of three schools, this is based upon dollar amount of approximately $8,000 per student.

If, when a particular school’s project comes up, the school’s roll is in excess of its 1st March 2015 roll, the amount the Bishop will allocate to that school will reflect the increase in school roll.

For example: Say a particular school’s 1st March 2015 roll was 150 students and this generated an allocation by the Bishop of $1,200,000 for that school in the 12YPP (i.e. $8000 x 150 = $1,200,000). Now, if this particular school came into the programme in, say, 2020 and their 1st March 2020 roll was 175 students this would generate an allocation by the Bishop of $1,400,000 for that school in the 12YPP (i.e. $8000 x 175 = $1,400,000).

At present the second diocesan property development programme consultation document is on hold pending the outcome of the submission to the Government.

Please Note:

 (a) Possible Year*This refers to the year in which this work may be carried out. It is an estimation only. Given that Policy One monies are received quarterly and are of a finite nature, the actual year in which any one project will be carried out will be determined by:

  • the actual building costs of the contract for a project, i.e. the accuracy of the enclosed (estimated) scoping cost, can only be gauged when tenders for the contract are received; and
  • any unforeseen and urgent health & safety works that have to be undertaken.

Given that there is a limited pool of monies available to the Proprietor such unforeseen (future) emergency and urgent health & safety works may necessitate a delay in previously planned work for other schools and may well necessitate the deletion of another planned work at that school in this 5YPP.

 

(b) Finacial Assistance SchemeThe Financial Assistance Scheme (FAS) provides an opportunity for Boards of Trustees to jointly fund with the Catholic Education Office, projects which are eligible to be in the Property Programme, but which currently do not have a high priority in relation to other work, e.g. carpet & floor coverings, fences, site works & asphalt, etc.Please remember that Financial Assistance Scheme applications close on the 31st May each year.Please note that the $100,000 per annum Financial Assistance Scheme is suspended for 2011, 2012, 2013 and 2014. The reason for this suspension is the Proprietor is committed to including every diocesan primary and secondary school in the Government's School Network Upgrade Project (SNUP). The Proprietor must contribute 32% towards SNUP costings and this contribution comes from the Proprietor's Policy One monies. The $100,000 per annum budgeted for FAS will now be directed to SNUP. That being said, if a school community wishes to raise and donate 100% (excl GST) of the money to advance a particular capital project the Proprietor would give favourable consideration toundertaking such a community initiated project. 

 

(c) n/a*This refers to the fact that these projects are not able to be scheduled, at this point, in the five-year property programme (1 July 2010 - 30 June 2015), i.e. they are, due to funding constraints, unlikely to be completed in the five-year property programme (1 July 2010 - 30 June 2015).That being said, it is also likely that, through the use of the Financial Assistance Scheme, a number of such projects, currently listed as "n/a*", will be jointly funded and completed in the five-year property programme (1 July 2010 - 30 June 2015). 

 

(d) Christchurch Earthquakes and the Diocesan 5-Year Property Programme (5YPP)

The continuing series of earthquakes in Christchurch has provided the Bishop of Christchurch (as Proprietor of all diocesan primary schools and secondary schools) with a number of challenges; not the least of which are the substantial and unbudgeted costs that are not covered by insurance. These costs have to be met as they ensure all necessary property requirements are attended to in order to enable school communities to continue to receive Catholic education on their school site; or temporarily on another school’s site. Some of these works also fall into the category of essential and urgent work required to be undertaken by the Bishop to remove health and safety hazards which are an immediate danger to people at the school and, if not fixed, would force part or all of the school to close.

 

Uninsured costs primarily include those costs over and above the level of increased costs of works insurance the Bishop was able to negotiate for diocesan sites & also City Council required strengthening work on buildings. Whist excess costs relate to all schools, the two schools that primarily fall into the category of having incurred substantial extra and non-insurance covered property costs are Marian College and Christ the King School (Burnside); and the Catholic Cathedral College site (which will have hosted 2 separate schools by the beginning of the 2012 school year) has also incurred additional costs to enable such additional school hosting.

 

The Bishop has resolved to remedy this situation of having to incur such substantial and unbudgeted property costs by:

 

  1. Changing the nature of the projects & bringing forward (to the 2011/2012 financial year) the budgeted monies planned to be spent on secondary school works at Marian College (#100, #134 and #136) & Catholic Cathedral College (#2, #87 and #131) and shifting the secondary school project at John Paul II High School (#1) from the 2010/2011 financial year to the 2014/2015 financial year … see dox/Final 2010 to 2015 5YPP Website 220410.pdf for details.
  2. Changing the nature of the projects and bringing forward the budgeted monies planned to be spent on primary school works at Christ the King School (#13, #14, #15 and #16) … see dox/Final 2010 to 2015 5YPP Website 220410.pdf for details.
  3. Delaying the Bishop’s current 5YPP by six months … thus project #5 at Sacred Heart School (Timaru) which was planned for the first quarter of the 2011/2012 financial year will now commence in third quarter of the 2011/2012 financial year (i.e. in Term 1, 2012) … and the other projects follow accordingly.
  4. As, and if, necessary changing the nature of projects on a case by case basis at a particular school in order to undertake required, non-insurance covered earthquake works.

 

In making this enforced and revised decision on the nature, timing and order of projects the Bishop will now undertake for the diocesan 5YPP, the Bishop is conscious that any change may be seen as disappointing and trusts you will understand the necessity of the decisions he has made to his 5YPP as a result of the continuing series of earthquakes in Christchurch.
